Winchester to Deliver 200 Million 40-Cal. Rounds to Homeland Security

WASHINGTON, D.C. -- Winchester Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security to supply a maximum of 200 million, 40 cal. rounds over the next five years.
The load selected for this contract is a 135-grain, hollow point designed for the office of Field Operations of Customs and Border Protection. It will fall under the Winchester Ranger line.

What in the wolrd does one organization, not military in scope, need with 40 million rounds of pistol ammunition every year for the next five years(that is over 3.33 million rounds every month)? Especially an organization that will NOT profile possible terrorists from outside the country but, will and does profile our own US combat veterans as probable urban terrorist against the sitting government
They need 40 mill to shoot and practice and to protect our country from illegle immegrants who are comming into this country everyday .
Or they are stock piling ammo to create a shortage, remember who's running the government now. Do you really think the current administration would be that proactive in firearms training when they are anti-gun to begin with? Do the math of how many agents work for Homeland Security and the amount of ammo per agent, that's alot of rounds per agent. Sounds like stock piling to me.
Why are they using 135 Grain Hollowpoints? The 165 Grain Ranger Hollowpoint is better.
Stockpiling what for? No I think they are getting ready to arm Obama's "volunteer Youth groups and send them against the people when he declares Martial Law just before he turns the nation over to the One World Order dictators disquised in the North American Free Trade Agreement (NAFTA) and the American Union (AU the counterpart to the EU) and any other organization he can find that will enslave the people of the Nation he HATES with all his satanic heart. He has altready said and indicates daily that he requires total submission to his whims and fancies. Now he is determined to force the issue with weapons against the people just like has happened before in this country under DEMONacrats on smaller scales.

At least no true elections without "brown shirts" manning the polls. as to the 135grn instead of the 165, the smaller round travels faster at less distance and his minnions won't need stopping power at less than 15 feet.
How many different weapons do the .40 fit?
To my knowledge only the S&W .40 Cal and the Sig .40 used by some of the FBI
I am betting that an "Emergency" will be declared in 2010 which will be one of their "triggers" and due to the emergency, they will delay or otherwise put off the mid-term elections of 2010.

I can waste as much as 1000 rounds a day just plinking.There may be a plan to actually hire border patrol personnel in the near future,making sure they have ammo stored is not exactly a bad thing.But which way will it be aimed is my question,it's getting pretty bad here.
Be careful to NOT predict the future about DHS or any other government agency including the White House. This behavior is foolish and plays into the hands of the bad guys, instead look at all of the possibilities and prepare for each scenario. Then take one or two steps further and prepare for the bizzare!
200,000,000 divided by 1,000,000 youth corp troops equals that's 200 rounds each. These little twerps will have just enough ammunition to get themselves in deep trouble.
Being in the military for six years (I am a disabled veteran), I can tell you this for a FACT - hollow point bullets are NOT used in "target practice". We need to wake up. These bullets are for use on US!
we are no bad guys or people, but they are possible likely, five years contracts with ammo company and home security means "war in America", this is not joke but warning !.
Perhaps it applies only to declared wars/strictly "military" use, but I thought the Geneva Convention OUTLAWS hollow points for international use. In addition, it must not be expanding or frangible. Instead, it specifies FMJ "hardball" for humane reasons.
Could that mean either someone made a mistake in ordering, or the ammunition isn't meant to be used outside US borders?
Also, is it typical for law enforcement to practice 100% with the more expensive hollow point ammo?
Is this another area where taxpayer money is being wasted?

I find it difficult to believe our current administration would be willing to illegal ammunition and incur the wrath of the governments of our NAU brethren or international enemy combatants.
Maybe the government has knowledge of a meteor due to impact South America spring of 2010. Look at the number of countries within walking(hitch hiking) distance of the boarder, total of their populations is just under 200 million.
Perhaps the purchase is to scare Venezuela. They are buying billions (on credit) surplus obsolete Russian military junk.

our son informed me that hard to get any bullets but why Obama-Homeland had contracted with Winchester-ICE to make 200 millions guns and bullets for themselves, make any sense to you ?. They yes and We no !!!. we must stop them and it is un necessary. we re not monsters, we are humans and mean business!!
The leaders are increasing the national debt, taking control of major industries, signing international tax treaties, and printing money (quantative easing)for the sole purpose of weakening this country to the point of financial exhaustion. Then they will declare another emergency, pass more laws and grab MORE land and power.
When that occurs, the citizen will not be able to feed his family - he will revolt. These rounds of ammo are to protect the leaders from the lynch mob that IS comming after them.
At least we know that these bullets will not penetrate a Level IIIA vest - buy them NOW!

Homeland "security" was the dream of the Bush Administration with many of his persons still in charge. This is the same group of folks that help run cocaine into Panama, guns to the Iranians, money to Cheny/Halibuton, two illegal wars etc.... Winchester stands to win twice on this deal by driving the costs up to local law enforcement even as their money dries up for training etc. in addition to this arms sale within. I recently met two serious and sober-minded, retired law enforcement gentlemen who are stockpiling AR-15 and thousands of rounds of ammo. Each believes we will experience unprecedented civil unrest where they and their families will need the weapons. I wonder if they are privy to intelligence information that we do not have access to?
Hi, I was a weapons expert for the last 6 years I was in the Army. That being said, there is something everyone is overlooking here. 135gn, vs 165gn ammo, is destined for .40 cal sub-machine guns, and gives them a little more range and speed than a pistol. Those guns, vs pistols are for room (house) clearing. You never stress pistol practice/profficiency when headed to combat. In combat, when in pistol range, it is too late. But if you want to clear a building, to maybe confiscate weapons, you would want a .40 MP10. I would like to know how many .40 cal sub-machine guns our govt has procured. please think about this.

More than likely a big "New World Order Party"! I would say all registered gun owners that aren't in the government's "loop" already have their invitations and don't even realize it! :)
I normally don't practive with my hi-priced hollow point ammo-but-I'm not the government either.
I find it extrodinary that they can fulfull and order like that, when I can't even find a box of .380 Winchester ammo in Dallas county.
PD - The Wal-Marts and other stores around here have been out of ammo for a while as well - especially Winchester. One Super Wal-Mart recently did get some Winchester rifle (for hunting) and 9mm ammo in - only a few cases of each, which were gobbled up in a day! I knew I should have bought more than the two boxes I purchased of 9mm ammo!
Talk about paranoid. Some people here need to get a grip. First the story specifies maximum of 200 million over the next 5 years. This does not mean 200 per year. It means 6 million per year. Most likely the government is locking in a price on their purchase of ammo for the next 5 years, but there is not enough detail in the story. If this is like most contract than there might be a fixed price for those 5 years or a price structure that allows for only a certain percentage in price increases. ... Now get a grip and concentrate on what is the real threat posed by any of these clowns in elected office. There is enough of that to worry about without creating imaginary issues out of thin air. The international GREEN affairs are by far the biggest threats to ANY nation.
I believe the U.S. government is preparing for an "insurgency" and armed conflict within the borders of the country. Thus all of the mutual aid agreements with other countries and 4 Million Rounds of .40 S&W
If you go to Winchesters web site and see how this ammo is made, they use the same long term storage technology as the Military. Sealed in primers, and asphaltum seated bullets, so it will last 30+ years. Ditto for Speer Gold Dot ammo.
Federal agencies, for liability reasons, only practice with their actual duty ammo nowadays unless there's some other restriction (like they have to use frangible ammo on a lead-free range or something). Each agent or officer typically uses 300 rounds per qual session (just for a duty pistol), three or four times a year depending on the agency. If you think about agencies like CBP and ICE that have tens of thousands of armed personnel, the numbers don't sound that odd. Also, the 135-grain bullet is for general use and was chosen, from what I hear, because it was believed to have the lowest perceived recoil impulse.
the recoil worry is real. remember, it is the hit that counts, not all the "noise" people love so much.. the m14 rifle selector gizmo was taken away from the platoons... why?? it is hard to hold the weapon on target, hit the enemy, or at least suppress enemy fire.. pistol shooting also.. i fired .357 on target, compared to the point and bang with the .45 equals a big difference.. the .357 loaded cartridge gave me the noise and recoil. the .45 just went bang, leapt a little in my hand and right away settled down for eah of the last 6 shots. i am sure someone out there knows what i am trying to infer... there will be a lot of close up in your face conflict, often wthout 'timely' notice' to us citisens... .17 caliber and .22 caliber are good items to have. when the 'enemy' is in your face with little warning, it will get the job done, please remember the real men are going to be caught between the real enemy, and people using violence;gangs etc. you must think about command/control systems you must utilize to report to/interact with each other. the 'enemy-commander', will do all he can to isolate the citizen, via all means at his disposal, before entering into 'phase-one'... this will include 'psy-ops programs, to delude into thinking you are alone, and to turn the population against you... thinck-not??? just remember 1964 when the 'dulles-brothers' told earl warren of the warren commission report on the jfk murder; do not worry, the american people do NOT read, when told by earl warren the the american people will call the warren report trash and seek and independent 'grand jury' investigation....

Now that Hillary as Sec of State has signed the United Nations disamrmament treaty and Homeland Security has received its first 40 million plus rounds of ammo, who is talking out their hat now. As to using 40 million rounds per year to qualify, that would be 100,000 personal firing 400 rounds per year (or 10,000 personal firing 4000 rounds per year) That means even the airport screeners whom are not allowed to even own personal weapons would be firing qualification
For those who did not get my meaning on Hillary's signing onto the treaty. when the House and the Senate ratify that treaty (in the middle of a weekend nights like Obamacare) all firearms owned by private citizens in all member nations of the United Nations wil be confiscated and those who hide or keep theirs hidden away will be automatic federal felons when it is found out and their weapon ammo, personal properties, everything will become the property of the Federal government as the Felon goes to prison for at least 20 years or, more than likely, is shot and killed in thier "attempt to escape" or "fire on federal officers". Not all Homeland Security uses the .40 The Air Marshals use the .357 SIG. So it is not even across the board Homeland Security use.
