Congress Could Consider National Carry Bill Soon

(GunReports.com) -- H.R. 822, the “National Right-to-Carry Reciprocity Act of 2011”, is on the move in the U.S. House of Representatives.

On September 13, House Judiciary Committee's Subcommittee on Crime, Terrorism and Homeland Security held a hearing on H.R. 822. The House could consider H.R. 822 in the next few weeks.

The NRA-ILA said, "Unfortunately, not only do we have to continuously battle the ignorance and misrepresentation by our anti-gun opponents, but also by some so-called 'pro-gun' organizations."

This bill enhances Americans’ right to self-defense by enabling millions of permit holders to exercise their right to self-defense while traveling outside their home states, according to NRA-ILA.

There is currently only one remaining state (Illinois) that has no clear legal way for individuals to carry concealed firearms for self-defense. H.R. 822 would require states to recognize each others' lawfully issued carry permits, just as they recognize driver's licenses and carry permits held by armored car guards, according to NRA-ILA.

According to NRA-ILA, the bill does not create a federal licensing or registration system; does not establish a minimum federal standard for the carry permit; does not involve the federal bureaucracy in setting standards for carry permit; and does not destroy permitless carry systems such as those in Arizona, Alaska, Vermont and Wyoming.

Good news. BUT don't expect the Democrat controlled Senate to go along with this. Not as long as Chuck 'I never met a camera I didn't like" Schumer and his ilk are there.

OK, well, I asked about HR 822 on one of the other posts, and now I read this. So, apparently this is less universal than I thought - although it would make it OK to travel to MOST locations in the US.

But, "...would allow any person with a valid state-issued concealed firearm permit to carry a concealed firearm in any state that issues concealed firearm permits, or that does not prohibit the carrying of concealed firearms for lawful purposes." does not, as I read it, include Illinois at all, and will not really include D.C. either, as they still try (just like Chicago) to make it de facto impossible to get a permit.

Am I right or wrong here?

I don't know whether it is a matter of right or wrong. What I do know.....or at least predict.....is that DC and Illinois will continue to hang on to their draconian methods no matter what sort of federal legislation comes along. They haven't yielded to the Supreme Court decisions in Heller and MacDonald, so none of us should expect them to accept any sort of national reciprocity either.

I seem to recall that the US once sent federal marshals into Mississippi because they wouldn't let go of their draconian and reactionary legal culture. Maybe it's time to send some to D.C. and Chicago.

I think the law of the land should certainly apply fully in the center of our government. Or is that funny smelling cigarette smoke from the college kids downstairs getting to me?

the last time this issue came up for vote it lost by one vote in the senate. All that needs to happen is to get to the floor for a vote. I suspect that harry and chucky will stand in the way... I suggest that an amendment be attached to the continuing resolution or any other funding bill coming up this fall. At least the issue would be brought to the floor & a forced vote would be recorded... It is just a matter of time now... With over 35,000 dead on our southern border in the past 6 years, we are adjacent to an active war zone... If that was actually reported by the lamestream media, there would be few politicians willing to ignore the press...

We all have different opinions about this matter. Well, carrying a gun is not an unusual act but rather it is a measure to protect one selves from an unexpected event. Albeit it may cost like a personal loan, it does not matter. Carrying a gun is now a necessity. And so, I definitely support this bill!

Since the feds already know who owns firearms, and since they likely have a pretty good idea of who has concealed carry licenses, I don't think that there are too many things to be worried about if a national reciprocity for concealed carry is enacted. While I no longer travel from state to state as much as I used to, when I do travel, it is only through states that recognized my Texas CHL. If/when national reciprocity becomes a reality, it would make things a lot simpler for us concealed carriers. It will also create all sorts of mayhem in states like New York, California, and the other totalitarian leaning states. This could get very interesting.....

Well they are still trying to kill off or emasculate HR 822. Go to http://thomas.loc.gov/cgi-bin/bdquery/z?d112:HR00822:@@@L&summ2=m&, and you'll see that the bill is now loaded up with amendments.

One of them basically makes it meaningless in any state that doesn't like it - the Cicilline Amendment. "Amendment sought to limit the bill from taking effect in a State until the State Attorney General, head of the State police, and the Secretary of State have jointly certified that the other State's carry laws are substantially similar to its own licensing or permitting requirements."
