House panel clears conceal-and-carry gun bill, with one Republican defection

(GunReports.com) -- The House Judiciary Committee has approved a gun-rights bill that could be headed to the floor by the end of 2011. The legislation, which would allow for conceal-and-carry weapon reciprocity across states lines, cleared the panel on a 19-11 vote.

All but one committee Republican, Rep. Dan Lungren (Calif.), supported the National Right-to-Carry Reciprocity Act, which is sponsored by Rep. Cliff Stearns (R-Fla.); Democrats united in opposition to the bill. Lungren and other Republicans have raised concerns about the legislation’s effect on the rights of states.

GOP leadership sources told The Hill that the bipartisan measure, with 245 co-sponsors, will likely come up for a vote on the floor before year’s end.

As an avid shooter and CCW holder I support the Reciprocity Act and hope to see it passed this year. Common sense says clarification of state carry laws under one roof is long overdue.

I am so torn with this issue as I reside in Florida, am a Concealed Carry permited user, so I support as much reciprocity as possible! But the one Republican is correct in that I also beleive that the second amendment is all I need to carry concealed! I am against lists of gun owners in government hands. The nice thing about the permit is that it is not issued to a violent felon just released from prison. So I go back and forth on the issue!

Here's where NRA's endorsement of Harry Reid comes into play. That endorsement of Reid gives gun owners more clout in the Senate, than if Reid lost and some one like Schumer was majority leader. That's not to say that it's enough clout, or Reid won't weasel, but it's something.

The Second amendment is all we need, except we also need to get rid of the idiots in government that ignore our rights (Souter, Obamas). Can't carry open in Texas! What a namby-pamby state. Can't pack a hogleg when riding or hiking? Gimme a break! Folks calling the cops is you flash a gun? Why? Carrying a gun is not a violent act. How about if someone is walking with a mean-looking dog, or has a walking stick? We really need to enforce the 2nd. Several thousand open-carrying folks in a state or US capital building should bring the issue to a head. The 'Occupy Wall Street' tactic can be used to defend real infringed rights.

I agree about States Rights but as someone living in California and with a CCW Permit I would certainly appreciate that RIGHT being judged similar to a Drivers License. Heck a Drivers License isn't even a right yet is good in a 50 states.

I think that national reciprocity of concealed carry licenses CAN be a good thing. A potential problem with it, however, is that when the feds get into something like this, they always want something in return. We must also be watchful that in the course of passage through the House and Senate, that riders and amendments that inhibit the original intent of the bill are not added to it. It appears that this article speaks of HR822.....There is another national reciprocity bill in the House, HR2900, which is a short, two-paragraph bill that provides straight forward language that might be a suitable alternative to HR822, since it might not be as easy to tamper with it.

I'm all for a full Constitutional carry society - for all portable weapons - concealed or not. BUT, as that is highly unlikely to happen in any foreseeable future - its more likely that monkeys will fly out of... well, pick a place - I'll settle for legalized reciprocity. I believe that the more we can show the rest of the citizenry that guns don't mean trouble but rather the absence of it, the closer we will come to getting a 'free to carry' society.

There will always be a few anti's, but if they are constantly seeing guns everywhere and everybody else doesn't care, they'll shut up and hide in their basements where they belong.

Just as a note, the lone Republican who voted no (Dan Lungren) is a former Attorney General of California. What a putz.

So you're surprised that a former California AG is anti-Second Amendment?

Former CA AG? No wonder he voted against the bill. You won't see him jump that fence unless he's chasing Nancy Pelosi over it - and I don't expect to see her supporting us any time soon.

Dan Lundgren (R,CA) is, and has always been, an anti-2nd Amendment foux consrvative. His MO has always been to say or do whatever he thinks is necessary at the time to get elected to another public office so he can keep feeding at the public trough. Never forget that he was anti-2nd Amendment when he was California Attorney General. Let's turn him out to pasture and work to get a true Constitutionalist to replace him. His first concern is not the Constitution or his constituents. His first concern is Bob Lundgren. Mark Wilson

I think to many people forget it's our constitutional right to carry. This reciprocity act eases restrictions to that end, for the most part.
