Schwarzenegger Signs Bill Restricting Ammunition Sales in California

SACRAMENTO, Calif. – Governor Arnold Schwarzenegger signed into law legislation that bans all mail-order and internet sales of handgun ammunition in the state, as well as other regulations.

In a statement, Schwarzenegger said, "I am signing Assembly Bill 962. This measure would require vendors of handgun ammunition to keep a log of information on handgun ammunition sales, store ammunition in a safe and secure manner, and require the face to-face transfer of ammunition sales."

The statement also said, "As governor, I have signed important public safety measures to regulate the sale and transfer of .50 caliber rifles, instituted the California Firearms License Check program, and promoted the use of microstamping technology in handguns.

AB962 would also:

  • Prohibit the retail sale, the offer for sale or the display of handgun ammunition in a manner that allows ammunition to be accessible to a purchaser without assistance of a vendor or employee.
  • Require that the delivery or transfer of ownership of handgun ammunition occur in a face-to-face transaction, with the deliverer or transferor being provided bona fide evidence of identity of the purchaser or other transferee. That evidence of identity, which must be legibly recorded at the time of delivery, includes:
    1. The right thumbprint of the purchaser or transferee.
    2. The date of the sale or other transaction.
    3. The purchaser's or transferee's driver's license or other identification number and the state in which it was issued.
    4. The brand, type and amount of ammunition sold or otherwise transferred.
    5. The purchaser's or transferee's signature.
    6. The name of the salesperson who processed the sale or other transaction.
    7. The purchaser's or transferee's full residential address and telephone number.
    8. The purchaser's or transferee's date of birth.

    Sure glad I moved out of California before this governor took over. My advice to California gun owners and fans of civil liberties ... Scram! Get the heck out of there.

    Arnold should spend more time making his wife a law abiding citizen and stay off of her cell phone while she's driving. Arnold if you ban guns and ammo along with legalizing weed, you're bound to remain the apple of her eastern liberal eye.

    I am glade I do not live n California. This is another way to take away our right to own a gun.

    It is not law yet but will be if not overturned by 01/2011. For all of you out there who love bashing CA for allowing this kind of absurd legislation to pass, remember, the population and power base in CA is in SoCal where Arnold is strongest. This citizen is in NorCal and wrote to each and every legislator in the State Senate and Assembly who considered this bill in committee, my two area legislators and FOUR times to Arnold himself plus submitted petitions with 5000 signatures in opposition to this bill. Likely all fell on the blind and deaf. Not all CA are apathetic. As of 10-15-09, the NRA has finally chimed in and with the CRPA are supporting a previously submitted bill that is to be amended to prohibit the passage of AB962 into law. Maybe we still have a chance. Those of you in other states who love to rail about how CA citizens could just vote the legislators out of office and stop all these stupid gun laws remember that they could just as easily be enacted in your state as here in CA. Don't think that Texas or Florida or "Your State" could not ram this type of junk legislation through. Just look how much effort is being waged on Chicago to overturn its stupid gun ban. Take a hard look at who runs Washington, DC with his merry band of henchmen. Stay vigilant or you to could be limited to just 50 rounds or handgun ammo per month.

    If the State can't keep track of all their illegals, transgender police officers, Gay and Lesbian teachers,pedophiles priests, or habitual drunk drivers, how in the heck do they expect to keep track of ammo sales? Arnold, try keeping track ofthe illegal's unpaid taxes first. Then try property taxes and state income taxes. Then you can adequately control "GUNS and AMMO" in your state.     I am so, so glad to be a Texan! I am also glad that my oldest son moved out of California a couple of years ago. He now resides in Austin, but unemployment is causing him to take a look at other locations. He'll be alright as long as he stays our of Californian.....Peoples' Repuplic of.....

    This is just the kind of CRAP that happens when we don't have transparentcy in our Government, they slid this bill through without the people knowing about it untill it was through and up on Mr. dumb sh-ts desk, then we had to try and get through to his office and then his so called aids don't pass on what we the PEOPLE want.     I became disenchanted with the NRA years ago. Now I am a member of the Gun Owners Of America. These folks are "No Compromise" on the 2nd Amendment and the entire Bill of Rights.

    I used to live in Kalifornia but no more. Not for 20 years now. I still visit family there but I will not go back to live there.

    I was born & raised in SoCal, but I left there forever in 1993. According to the stats I've been reading, there has been a huge exodus from CA in the last 10 years, both of business and of citizens. The budget crisis isn't due to profligate government spending alone, it's also due to the sharp drop in revenue from the loss of companies and people who actually PAY taxes.

    Keeping to My Oath, Locked, Loaded and Keeping My Powder Dry.

    Well, like a few of the other member comments I've got to say I'm glad I left CA. Gaviota is right. I was part of the huge exodus. I left in 2005 and am thankful everyday that I did. One of the reasons I left was because of the ever increasing gun laws. The first thing I bought when I got to WY was an AR15 because I couldn't buy one in KA. I visit once a year and only go to the desert and that is bad enough. It's too bad. I grew up in KA and it is really a beautiful state that is being corrupted more and more every day.

    This is a hot subject...my fear is these lonnie lefties are spreading this nonsensical legistration on a national level. I'm old and afraid...a bad combination for incumbant politicians at re-election time for I will risk all to get them replaced. I sure hope those fools read these comments and see what real average Joes really want...them out of our lives.

    Let's see, the constitution was written when? 1776? And they are STILL interpreting it!!! Give me a break. For Arnold to sign this bill there MUST have been funds attached from the Feds. Ca. will take all they can from anyone they can. I have asked this many times before but here goes:"Why make new laws when the oldest laws are NOT being enforced???" In this soldiers terms, California sucks!

    I just read that Guns and Ammo Magazine is leaving CA after 20 some years due to increased restrictions on firearms. To be fair in reference to the NRA, it takes a lot of money to fight the continuous anti-gun legislation that just keeps coming out of CA. The anti-gunners get to use tax payer money. I get sick of the NRA asking me for money too, however that's the only way to take on all these legal battles.

    What they could say in essence is that the 2nd amendment gives us the right to bear arms but THEY have to give us the right to buy the ammo?     Pt. 1 I deeply sympathize with Master Guide. It is true that a large minority of CA citizens are conservative gun owners who hate what their state has become. It's also true that, because I chose to run, it may be said with some fairness that I am part of the problem with CA instead of the solution. But the problems in CA are on the brink of spiralling out of control. The liberal supermajority in the major cities of Sacramento, San Francisco, San Diego, and the entire Los Angeles basin cannot be stopped by the minority conservative voters who remain, and short of a lightning-bolt-from-the-blue, Road-to-Damascus conversion of liberals into conservatives, CA is literally doomed. Like a 1000 ft tidal wave, the onrushing disaster is reaching it's peak, and is now moving onshore.

    In the worst-case scenario, without an unprecedented change in governance, the liberals will continue to demand more and more money from the state treasury on behalf of their impoverished constitutents and their ideological goals, taxes will rise to confiscatory levels, the state will still become insolvent, and huge numbers of public servants, sick and tired of being underpaid and overworked, will bail out like the crew of a burning plane. The teachers, nurses, firefighters, police, corrections officers, and even the bureaucrats, lawyers, and judges will flee in increasing numbers, until the crime rate explodes out of control, and even the wealthy liberals, politicians and non-politicians alike, who caused all the problems in the first place will run for their lives.

    Pt. 2 Riots will erupt over food, power, and fuel shortages, major sections of cities will burn to the ground, and martial law will be declared. Riots will be met with gunfire, and thousands will be killed and injured. Very few problems will occur in Northern CA, because very few people up there were stupid enough to register their guns. So, naturally, they're the only ones who still have them.

    None of the liberal politicians, lawyers, judges, bureaucrats, or NGO activists who enforced, sued over, and promoted the liberal programs that caused the myriad problems will accept one iota of blame for the catastrophe. Not one. It will all be the fault of conservatives who, like me, were so mean, selfish, racist, and misanthropic that we uprooted and left, refusing to help our fellow man by allowing ourselves to be enslaved and bloodsucked to death.

    To which I say, I give alms to the helpless. I give the back of my hand to the clueless.

    VOTE OUT THE INCUMBENTS

    When choosing a candidate, if you see, next to their name, Incumbent or Senator or Representative or Congressman or Congresswoman or any other word which indicates they’re an Incumbent, a currently seated Federal Congress Person;

    Choose SOMEONE ELSE!

    Congress will have NO POWER, NO CONNECTIONS, and will effectively be STOPPED in their tracks.

    In 2010, during the next election, choose to NOT Vote for the Incumbent and Vote for SOMEONE ELSE!

    OK, eyewitness, I agree in theory and principle with your position concerning voting the incumbents out of office. I do think, however, that if you happen to have an incumbent representing you, who has consistently supported all of your positions and philosophical beliefs, whoever might be running against that incumbent must be thoroughly vetted to insure that your interests will continue to be supported. That said, I believe that America's way of doing business in government could be significantly improved if term limits were imposed on all elective offices. It sort of applies a corolary to Thomas Jefferson's quotation that the "tree of liberty must be periodically refreshed with the blood of patriots and tyrants".

    No reason to change anything. Just blame Bush or any moderate that is handy and everything will work out. If you are really serious, you can help Obama "change the greatest nation in the world". You guys crack me up. How much do we have to relinquish before we say enough? If the candidate is on the liberal ticket and has no redeeming social value, vote the candidate out. Nuff said

    Guess my inner urging to sell out of CA and get myself to NC or TN is right on. I did not know about this. I'm going to email this article to my brother and suggest that when our family business is handled, that he and his ALSO get out of CA. It's time.
